Disintegrated Sustainable Transport Policy: Where Next?

Talk by Prof. Greg Marsden, director of the Institute of Transport Studies at the University of Leeds. This talk reflects on the abandonment of an integrated national transport strategy in support of sustainable development goals in the UK. It reviews the circumstances that led to the abandonment of the approach and the reassertion of a pro-construction narrative. Given the asserted dominance of rational incremental planning and the stranglehold of cost-benefit analysis on UK decision-making the large swing in approach is perhaps surprising. This leads to a critical analysis of the wider governance challenges in delivering a more sustainable transport policy and the potential for pathways that support this to be built both in the UK but also beyond.
