This paper outlines a framework for representing the complex sets of processes, dynamics and interactions that are involved in public responses to large-scale, developer-led renewable energy technology (RET) developments. Overall the framework encourages recognition of the complexities involved and the dynamics that operate over both short and longer time scales. By doing so, the framework challenges simplistic accounts of public engagement, particularly the ‘NIMBY’ concept that overlooks how the responses of public actors are inevitably embedded in real places and communities, and intertwined with the expectations and actions of RET actors.
